The usual story is years of being told the child is fine, a little behind, will catch up, and then a diagnosis at nine or ten when the easiest years are already gone. Breaking that pattern does not require accusing anybody. Asking in writing for a proper assessment, and asking what specifically will be different next term, is usually enough to move things along. If you are the parent, keep dated notes, because your account will be treated as evidence later.

Reviews across the lifespan find that reading difficulty does not resolve on its own and carries emotional and executive costs alongside the reading. Separately, a comparison study found students with learning disabilities reported more academic procrastination and lower belief in their own capability than their peers, which is cross-sectional and cannot show which came first. Years of being told nothing is wrong plausibly feed that belief, and are worth cutting short.

Strength of evidence: one line of research. A single study, or a theoretical account.
The person who sits with a child over reading every night sees the difficulty long before a test does.
If the child is already refusing school or calling themselves stupid, arrange support for how they feel alongside the assessment rather than after it.
Before adding more content, look at what the child has to receive it with: attention, memory for what was just said, language. Two children given the same lesson do not take away the same amount, and that difference is usually where the real gap sits.
A child can be excellent at blending sounds you give them aloud and still not read a word on the page. Practising one part very hard does not mean the whole thing has arrived.
Most children do not pick up reading by sitting near books. Around a fifth need very structured, repetitive teaching before it clicks, and about half of the rest still need a good deal of deliberate instruction, so structured teaching is the ordinary case rather than a special measure.
