Services are usually decided by a cutoff, so the most able affected students go their whole school career without help while working several times as hard as anyone around them. When you write it up, put the discrepancy into words rather than leaving the numbers to speak for themselves: this student's sound skills sit far below their own capacity, whatever the percentile says. It will not always change the decision, but it changes what the family knows to ask for.
Those who wish to be taught should learn from it (Quran 80:12). Willingness rather than qualification is what is named there, which is a good deal more generous than a cutoff score.

The field's own definition has moved on this point. Current reviews describe dyslexia as a difficulty learning to decode and spell arising from multiple interacting factors, and set aside the older idea of a single cause unrelated to general ability. That is a conceptual review, so it concerns how the condition is understood rather than how eligibility is decided, but it does undercut the assumption that a middling score settles the question.

Strength of evidence: one line of research. A single study, or a theoretical account.
A score measured against everyone else can look fine while sitting far below what this particular person can do.
Ask someone to repeat a made up word and memory cannot rescue them. That is exactly why this small task keeps finding difficulties a clever, well practised person hides everywhere else.
If a child is behind in reading, the gap rarely closes on its own with another year of the same. Asking for a proper assessment now is kinder than hoping that maturity will do the work.
You do not need to become a reading specialist to be useful in a school meeting. A few hours with the current material on how reading is learned will put you ahead of most of the room, and you can carry it in kindly rather than as a challenge.
