  1. Ask: did I go looking for this question, or did it arrive?
  2. Ask: would an answer settle it, or would I need to check the answer afterwards?
  3. Ask: does it come back in the same words, at the same times?
  4. Arrived, needs rechecking, and repeats in the same words is the symptom pattern. Went looking, would settle, and moves on is a question.

If it does not work

If it is both, and it often is, treat the part that repeats as the symptom and take the genuine question to somebody in daylight, once, on a day when it is quiet.
