This is worth naming when somebody is carrying shame about a record: what happened was shaped by what they could afford at the time and not only by what they did. Practically it is a reason to get advice early rather than hoping a letter goes away, and to ask about free legal advice services rather than assuming there are none near you.
In God's eyes, the most honoured of you are the ones most mindful of Him (Quran 49:13). Where worth is placed is stated plainly there, and it is not placed on what a person can afford.

A systematic review of ADHD in children and young people considers care pathways and service provision alongside prevalence, describing how much depends on what services a family can actually reach. The same logic runs outside health care. The review is about services rather than courts, so treat the parallel as a parallel and not as a finding.

Strength of evidence: one line of research. A single study, or a theoretical account.
Outcomes follow resources as well as actions, so the same act lands differently on different people.
Being able to disappear into something for six hours does not cancel the diagnosis out. Getting stuck on and getting stuck off are the same switch failing in two directions.
With ADHD the one dependable thing is that you are not dependable in the same way each day. A day when everything works and a day when nothing does can arrive with no reason you can find.
Many people who end up in trouble with the law have never had their ADHD recognised. Behaviour read as defiance can be the same difficulty with stopping and thinking ahead.
