A surprising amount of stuckness is not avoidance at all. You cannot start a job whose shape you cannot see, so your mind slides off it and you call yourself lazy for the rest of the week. Write down what done looks like in a single line. Often the reluctance goes with it, and if it does not, at least you know it was the task and not the fog.
Lord, increase me in knowledge (Quran 20:114). The prayer comes in the middle of the work, which is usually where we find out what we did not know.

A meta-review of 30 meta-analyses covering 409,185 people asked whether self-regulation techniques such as goal setting and self-monitoring carry across different behaviours. It treats making a goal specific as a learnable technique with real support behind it. Those findings come mostly from eating and activity research, so read it as a general steer rather than a result about paperwork.

Strength of evidence: one line of research. A single study, or a theoretical account.
A task with no visible first action gives you nothing to begin on.
If a task gives you nothing, bring something to it. Ring the cousin you never speak to and paint while you talk. Do the filing beside a friend who has their own filing to do.
Take half a minute and see Thursday night in detail, both versions: the one where you did some of this today, and the one where you did not.
Rest a hand on your forehead for a second and ask where your attention is actually pointing right now. Not where it ought to be, just where it is.
