This is not an insult and it should never be delivered as one. It is a way of explaining why a privilege arrives later here than for their friends, and why it arrives in stages. Said kindly it lands better than a flat no, because it carries a reason and it implies a route. Licences and legal ages are set by the calendar, and the calendar knows nothing about your child.
This explains how treatments work. Never start, stop or change a medication because of something you read here.
'God does not burden any soul with more than it can bear' (Quran 2:286). Staging a responsibility to match what someone can carry is that principle in a very ordinary form.

God does not burden any soul with more than it can bear: each gains whatever good it has done, and suffers its bad- ‘ Lord, do not take us to task if we forget or make mistakes. Lord, do not burden us as You burdened those before us. Lord, do not burden us with more than we have strength to bear. Pardon us, forgive us, and have mercy on us. You are our Protector, so help us against the disbelievers.’

In the long-term follow-up of a large childhood ADHD trial, it was childhood clinical and family circumstances rather than which treatment a child had been assigned that predicted adult functioning. That is about adult outcomes, not about driving at sixteen, so the two thirds figure is a rule of thumb and not a measurement. The usable lesson is that what a child is managing tells you more than a birthday does.

Readiness follows how a person is actually managing, and that runs behind their age here.
If the first medicine disappoints, that is information about the first medicine. Plenty of people who get nothing from one class do well on another.
