One incident is not the unit

People look for an incident. A night, a bruise, a thing that happened, something you could put in a sentence to a police officer.

That is how the law has usually looked at it too, and it is why so much of this went uncounted for so long. If you count incidents you miss the thing that is actually being taken, which is not your safety on one night. It is your freedom, every day.

The unit is not an incident. It is a course of conduct. A pattern that works by accumulation, where no single item on the list would sound like much if you read it out.
